Cleaning water passages in cylinder head

Hi from Australia and thanks for approving my application. I am restoring a 1952 4AD and this is my first request for advice. After removing Welsh plugs and grinding, scraping and filing away the rust buildup in the block I turned my attention to the cylinder head and carried out the same limited cleaning.
My question is regarding the brass water distribution pipe. I have removed the blanking plate and blasted the pipe with compressed air. I am now wondering whether it is worth removing the welsh plugs to gain better access and whether it is then possible to remove the brass pipe without destroying it. Has anyone been faced with the same issue?
