That body is very British in style, but the registration number is definitely French. The front valence is probably the best identifying feature, and my guess is that it's a Salmson S4C. Most survivors seem to be missing the valence - presumably the dynamo is troublesome! - but I did find this picture which looks to have a very similar panel.
So maybe a British Salmson 12/55 or 12/70, which carried a similar body style as a standard model, or a French Salmson S4C with a very British style of body.

Two photos of the car on eBay note the front valence is similar to the saloon.
