At the end, a clamp is there to prevent rotating. A few hours ago I got my Steering box back from a revision, and the man who rebuild him asked why the holes are there
All the parts are still in a box but when mounted I can make a picture

It's not a compression fitting. It's an anti-rattle spring. I have one on my Le Mans and also on the 1.5. It fits on the outside of the tube halfway along the column to stop vibration. On my cars the inner stator tube is clamped and prevented from rotating by either by a threaded nut at the steering box on the 9 or by a clamp bolt (and an 'o' ring oil seal) on the 1.5.

Wires are jammed & stuck both ends.
No luck so far.
Every time we try to grab just snaps.
As we don’t weld will just take it slow.
There further down than it looks.

You say you don't weld but have you tried silver soldering? It's like soft soldering but forms a much stronger joint and can be stronger than welding. All you need is a propane or butane blowtorch. There are plenty of YouTube videos on how to do it. You might be able to cut the tube off near the end, pull out the wire, then rejoin the tube.
Once you know how to silver solder the possibilities are endless!

Now you have us curious.
Will have a test try…we are just soaking to lubricate wires at moment.
Hot water and then white vinegar with salt…trying to get some movement..

We gave the solder a try…no go.
We got our neighbor to try and weld drill it to bar..
Worked great for a third of way before weld gave way..
Taking to welder tomorrow

That's very frustrating. But wow! what a well equiped workshop. Not sure you should be working in slippers, though

On one of your pictures, I see the steering box with bars to the wheels.
I am interested in a picture from the steering wheel complete to the left, and then how far the bolt is from the tyre.
In my car I have a problem with that, but your pictures all the parts looks to be mounted on the same way as mine.
In my area I saw only one car, but with a modified arm..
