Without removing paint and getting a closer look at the block, my fear is that it has already been repaired in some fashion. It is possible that this attempt consisted of smearing some sort of sealer on the outside of the block, that would be the best-case scenario and consistent with the past owner...

Thanks guys, I think for now all is OK in that area. I’ll definitely give it a closer look and replace the tube once I give the engine a try.
