First, yes it is brass. It is not chromed but polished where it has rubbed in the hole through the door card. Second, The handles you have are off a four seater. Can't help with the earlier valance but the 1935 version tucks under the rad surround - no gap!

Another avenue might be to explore metalworkers such as Brasscraft - 'Manufacture of bespoke brass windscreen frames'. Unlikely to be cheap but might be worth it to get this project over the line.

Are you sure those parts arn't salvagable? Possibly adding sections in the middle to make the correct length.
I was told that you cannot chrome plate onto lead based solder but I have used lead-free without any issue.

YES Colin! But stop and think. Brass sounds like an expensive option and do you need to solder? The 9 windscreen is steel channel and the bottom corners are held together by internal brackets with countersunk screws. If you could find stainless channel you wouldn't need to chrome plate. Just thinkin...

I'm not sure if you sourced your headlamps but I got mine from Austin Repro. I don't know if they still do the full range. Vintage Supplies have a new range out also. Any opportunity to include a photo of my car:
