That body is very British in style, but the registration number is definitely French. The front valence is probably the best identifying feature, and my guess is that it's a Salmson S4C. Most survivors seem to be missing the valence - presumably the dynamo is troublesome! - but I did find this pictu...

The original padding would have been something like horsehair or coir, which could be 'feathered' towards the edges:

Sounds like a (partial) blockage in one of the carburettor jets, probably the main jet.

It is surely a forging, not a casting? There is no way you will be able to bend a casting, it will be too brittle; but for that very reason I believe it will not be a casting.

Are the faces of the clutch toggles worn? There doesn't appear to be any shimming between the clutch toggles and the thrust race, but presumably it is possible to make/insert a suitable washer to take up the slack.

Cast iron block and aluminium crankcase was standard practice with Austins of the period. There will surely be a paper gasket between them, and you should have no problem separating them.

... The hole for the ignition switch in the metal centre panel is 1/2" diameter. I'm not sure what type of switch was fitted - I need one myself. Presumably one with a spade key? The panel itself originally had a black crackle finish... I am pretty sure the original ignition switch was not key...

OY was issued by Croydon between January 1931 and mid 1934; the first number issued in 1934 was 7572, so if you have a 1934 car it is more likely to have been 9000 than 7000.
